Ang mga sumusunod na usapin, plano at proyekto ay napagkasunduan unanimously sa pamamagitan ng botohan (signature campaign sa mga umattend or house-to-house) na patungkol sa:
Patakaran (Policy) at Pamamaraan (Procedure) patungkol sa Association Dues
Collection ng Association Dues ay pangangasiwaan ng Happy Well Management & Collection Services Inc. (Timeline to be announced)
Increase ng Association Dues mula Php100 to Php200
Voting results: Yes = 367, No = 28, Others - 13
Non-payment of association dues will result to temporary disconnection of water service, following the timeline, procedures and fees of the collecting agency Happy Well.
Members with arrears of more than 1 year, shall be given consideration and will be collected 12 months only, upon implementation.
Members that are not connected with Happywell shall be collected, manually or will be given other payment option (like Gcash, etc.)

On Association Dues
Association Dues increase to Php200.00 only.
Contract engagement of JESHOA to Happy Well Management & Collection Services for the collection of Association Dues
Delinquent members (or members not paying association dues as defined in the approved and updated By-laws) shall be penalized by temporary disconnection of water service. Proper procedures and due process will exercise and following terms and conditions set by the HOA and the Collection Agency (Happy Well).
Disconnection of water service will not follow delinquency process, since it will follow with Happy Well timeline and procedure.
Special Assessment or collection to be designed by JESHOA for the benefit of the general homeowners. Special assessment shall be approved by majority of members, except those previously approved prior to implementation.

On Election
Annual Meeting of Homeowners' shall be 3rd Sunday of July, of each year
Election of Homeowners' Association (Board of Directors) shall be exercised every 3rd Sunday of July, every 2nd years. And, the following shall be strictly exercised:

Procedures of Election
Voting. Each member shall be entitled to only one (1) vote regardless of properties owned.
Qurom in Election. There must be a majority of votes casted, 50% plus 1.
Proxies. Immediate relative of the HO, or tenant with not less than 1 year contract. Voting by proxy shall be allowed. All questions shall be decided by a vote of majority of those present and voting except as otherwise provided by law, the articles of incorporation and this by-laws.
The number of Board of Directors will reduce from 15 (fifteen) to 13 (thirteen) only.
Term of Office will increase from 1 year only to 2 years.
Postponement of Eleciton. If cannot be held or conducted due to lack of candidates, or the number of qualified candidates did not reach a number as to constitute majority of the entire Board.
Hold Over. Failure to elect a new set of directors and the causes for such failure persist after a second election is called.
Election Protests. Election protests shall be in writing and must be filed before the Election Committee within five (5) days after the proclamation of the winning candidates.
Unauthorized Election. Unauthorized Election is either conducted or called by any member or group of members other than the President or Vice President .
Perpetual disqualification to run in HOA election due to unjustifiably performing the sworn duties or by not having valid reasons, quitting or abandoning the Association during the term, this includes:
Former members of the Board who unjustifiably refused to perform their duties, or attend meetings, which causes the Board to delay or effetively deliver its functions to the Association and its Homeowners.
Former members or the incumbent who unujustifably call an election
An officer of the association may be suspended and/or removed, after due notice and hearing, by a majority vote of the entire Board, constituting a quorum, whenever in its judgment the best interest of the Association will be served thereby.
Section 1. Holding of Elections. Elections for the members of the Board shall be held on 3rd Sunday of July of each year.
Section 2. Calling of an Election. Only the incumbent Board and/or through the President or Vice President based on the records on file with the Regional Office are authorized to call the election in accordance with association's Bylaws.
If the Board fails to call an election within thirty (30) days from the date fixed in the Bylaws, any member in good standing, in writing, may petition the incumbent Board to call an election, and furnished DHUSD Regional Office.
Dissolution of Board of Directors, including grounds for dissolution of association
The Officers of the association shall be the:
President, Vice-President, Secretary, Treasurer, Auditor
and such other officers as may from time to time be determined by the Board
Long-term lessees and tenants are not qualified to be elected or appointed as President, Vice-President, Secretary, Treasurer of the association. Legitimate spouse of a qualified member, when qualified his/her own right by his/her own account, may be a candidate in lieu of the member.
Various Association Committees- upang makatulong sa pagpapa-saayos ng ating subdivision o community, sisikapin ng BODs na unti-unting makabuo ng iba't ibang committees (see the list of Association Committees)
Environmental Provisions
Commitment to the environment. The Board is committed to protect the environment in our community. The following provisions will be strictly being monitored and implemented, and with reference to Subdivision Rules and Regulations.
Section 1. Pursuant to Republic Act No. 3571 of 1963 or an Act to Prohibit the Cutting, Destroying Or Injuring Of Planted or Growing Trees, Flowering Plants and Shrubs or Plants Of Scenic Value along Public Roads, In Plazas, Parks, School Premises Or Any Other Public Ground.
Section 2. Pursuant to Republic Act No. 9482 or an Act Providing for the Control and Elimination of Human and Animal Rabies, Prescribing Penalties for Violation Thereof and Appropriating funds thereof.
Section 3. Pursuant to Provincial Ordinance No. 325-2021- An ordinance prohibiting excessive noise from videoke/ karaoke systems and other amplified audio devices within the residential areas and along public streets/road sides in the province of Cavite and providing penalties for violation thereof.
Section 4. Pursuant to Ecological Solid Waste Management Act or R.A. 9003 and the R.A. 8749 or the Clean Air Act, it prohibits and penalizes open burning defined “as the thermal destruction of waste by means of direct exposure to fire.
Section 5. Builders in bad faith, squatting, claiming the piece of land or open spaces that belongs to the subdivision or Association, pursuant to Article 449 and 450 of Civil Code of the Philippines
Systems and Automation Provisions
With an objective of organizing and aligning different processes of HOA operations, a systematic and automation/system shall be planned and implemented to deliver the quality and integrity of the Board to its members using systematic processes.
Section 1. Accounting System- An accounting system shall be selected that shall help to manage the financial system of the association, subject to majority vote of the entire Board.
Section 2. Membership Record System. A system shall be selected or created to maintain and/or monitor the records of all members of the Association, subject to majority approval of the entire Board.
Section 3. Domain and Official Website- Association shall create or register a cyber domain name and official website where all online transactions of members are dealt and managed accordingly. The Board shall assign a committee or officer to maintain the official website of the association. Any changes on the domain name or website must be approved by the entire Board, and made known to all members.
The domain name must be secured and renewed annually to preserve the authority and branding.
Section 4. Messaging and Productivity Tool- Associations’ official productivity and messaging tools are applications from Google Workspace or other online platforms. An official messaging system and email addresses, for all Board members, shall be created and must be officially used.
